BVI premier to chair cabinet meeting for the first time

ROAD TOWN, BVI (GIS): The Territory will witness an important development on Wednesday, when Premier Ralph O’Neal becomes the first locally elected leader to chair a meeting of Cabinet.

Under section 49 (1) of the Virgin Islands Constitution Order 2007 the Governor has responsibility for attending and presiding at meetings of Cabinet. Section 49 (2) of the Constitution allows for the Premier to preside at any meeting of Cabinet in the absence of the Governor (or under section 2 (3), the Acting Governor).

Governor David Pearey will be absent from the next meeting of Cabinet as he is scheduled to be on personal leave within the Territory from March 29 until April 4.

As the Governor remains in the Territory he has appointed a Deputy to the Governor, rather than an Acting Governor, for the duration of his absence, in accordance with section 39 of the Constitution.

The holder of this post will, for the first time and as a result of the constitutional settlement and associated side letters, not be empowered to preside at Cabinet.

“It will indeed be an important event in Virgin Islands’ history. This will be the very first time that a meeting of the executive arm of the local Government will not be chaired by Her Majesty’s representative in the Territory,” said Governor David Pearey.

The Premier told the Department of Information and Public Relations that he is looking forward to chairing the meeting of Cabinet on Wednesday with a sense of humility and service to his country.

“This is another example of how far we have advanced and matured politically, especially in the area of governance. I am pleased that I have this added opportunity to serve the people of this Territory in such a significant role under the new Constitution,” the Premier told the Department of Information and Public Relations.

Cabinet is mandated to hold regular meetings under the provisions of the Virgin Islands Constitution Order 2007, which recently took effect.
