It is with great pleasure that I utilize this

the emerald isle.

This year brought many changes with the formation of a
new Government, and my change in Ministry, from
Education & Health, to Communications and works. I look
forward to the challenges that come with this ministry
and to working with my colleagues, throughout Government
and other agencies. I would especially like to take this
opportunity to thank all the workers who were involved
with the as cleaning exercise from May to July this
year. It was a huge task and I know that the community
in the south will join me in thanking you for all the
hard work and dedication you showed, in clearing the
areas of ash in such a timely manner.
I would also like to thank the staff of the ministry of
Communications and Works and the Public Works Department
for their cooperation and assistance, and especially the
team of road gangs who have ensured that the roads and
verges have been well maintained during the year. The
completion of the new Administration block at the
Government Headquarters, designed by our Architects, is
a testament to the rejuvenation of the Montserrat Public
Service, who will steer forward the redevelopment of
Montserrat, and let us once again. Enjoy the prosperity
of this beautiful island.
2007 will bring its won challenges and rewards, and I am
eagerly anticipating the start of the Little Bay Town
Development. This project is envisaged as the largest
and most prestigious project in post volcano times, and
it will serve as the new focal point for social, cultural,
tourism, economic and administrative activitities. It
will require the cooperation of many persons, locally,
regionally and internationally. I also look forward to
the completion of Loowkout 2A & B, which will ensure
that sixty families will have brand new housing.
The Ministry will present to DFID in January, a request
for funding a comprehensive Road Improvement Programme,
which will include a much needed sidewalk down the
Brades Main Road.
A Montserrat Port Authority Funded feasibility study
will be occurring in early 2007, providing my ministry
with the information needed to proceed with the EU DFID
funded Port Development.
This coming year will see the completion of several
projects, as well as a lot of new projects coming
on-stream, which will be of great benefit to the whole
community.
I wish you all a very Happy Christmas and a a prosperous
New Year. I thank God for all he has done for us during
this year, and will do for us all in the coming year.
